Normalization Rates Added to Aviation Safety Management Software Charts

Normalization Rates Added to Aviation SMS Software Charts

For years, SMS Pro has been a popular aviation safety management software solution for airlines, airports, MROs (AMOs) and flight schools. One reason SMS Pro is popular is because it is user friendly and every manager can generate their own reports using the intuitive interface. SMS Reports can be ad hoc using the Data Analysis Export module, or they can be canned drill down charts, such as the Risk Analysis Charts, Financial Risk Analysis Charts or the Risk Impact Trending Charts.

Aviation SMS Software Developers Overlooked the Obvious

Aviation safety management software charting tools The above charting tools have remained relatively unchanged for the past several years, except for occasional cosmetic enhancements. Last week, two people mentioned that it would be great if the Risk Analysis Charts had a normalization rate built into the chart. While we have a KPI Normalization Rate module for monitoring safety performance indicators or key performance indicators, it never occurred to us to add the normalization rate to the risk analysis charts. This is such an obvious extension, but we missed the boat.

Adding the normalization rate to reports was a straight-forward task. They are now included in the system. Below is a screenshot of the Risk Analysis Charts with the normalization rates. You can use them for all types of reports, including key safety performance indicators.

Best Practices for User Induction into Aviation SMS Programs

Best Practices for User Induction Into Airline Airport Safety Management Systems

User Induction Into Airline Airport Safety Management SystemsAviation SMS training is among the top elements of a successful aviation safety management system. When users lack training in SMS fundamentals, they may believe your SMS program lacks real purpose and credibility. More than once, we have heard operators state that aviation SMS requirements are nothing more than a way for government to interfere with business operations. These same operators believe the aviation industry is already safe, and operators who are not safe will not last. Below are some best practices to observe for users to become inducted into your aviation safety management system. You will also see some exciting changes and planned enhancements the SMS Pro's SMS Induction Manager. See this link for a list of other airport & airline safety modules by SMS Pro™.

Waiting to determine whether an operator has good "safety practices" can have disastrous results. Many lives are at stake in a single mission; not only the ones aboard the aircraft, but also affected family and friends should a fatal aviation accident occur. Everyone in society should have a personal interest in ensuring the aviation safety industry improves its safety record. Since your employees are on the front lines, they have a responsibility to ensuring your stakeholders enjoy the highest degree of safety possible. For this purpose, it is necessary that they both know about and PARTICIPATE in your aviation SMS program.

User Induction Into Airline Airport Safety Management Systems

Web Based Aviation Safety Management SystemsSMS Pro's Web based aviation safety management system is a tool for use by ALL company members, enabling complete measurement, management and reporting of safety, security, quality, compliance and environmental issues. Think outside the box and maximize the potential of your aviation SMS program. Don't focus merely on aviation accidents and incidents. There is a great opportunity to improve customer relations, quality and reduce operating expenses when you use your aviation SMS program to its fullest potential.

By using the SMS Pro™ aviation safety management system, product and service quality, as well as responsibility is promoted. Furthermore, the best Web based aviation safety management systems help team members to recognize relationships between business performance, safety and quality. All personnel within your organization must be trained in SMS fundamentals to ensure ALL your team members recognize these often subtle relationships. This training is a requirement! How you document and prove you have satisfied this regulatory requirement can be done in various ways. SMS Pro's "SMS Induction Manager" module takes advantage of the Web and email notifications to streamline the training process and make it more efficient, thereby saving your company time and money during the required training process.

Auditors love the SMS Induction module because it demonstrates quickly that your employees understand your aviation safety system.

Functionality of a Web Based Safety Management System

User Induction Into Airline Airport Safety Management Systems When employees are being trained on SMS fundamentals, it is important they understand the principles of aviation safety management systems as well as understand the general layout and location of available tools.

As an example of an SMS Induction training message, you could start with with this template:

"Functionally, our Web based aviation safety management system has five principle categories, which include International Civil Aviation Organization's (ICAO) "Four Pillars of Safety Management" concept (marked with *):
  • My Dashboard (Commitment Statements, goals and objectives, assigned tasks & corrective actions)
  • *Safety Policy, duties and responsibilities of key personnel, org charts, and pertinent documents)
  • *Risk Management with Issue Manager and Reports and Charts (Financial, Performance, Trending, Executive Reports)
  • *Safety Assurance (Qualifications and Training management, gap analyses, performance monitoring and issue validation)
  • *Safety Promotion (Corporate Goals, Meeting Manager, Read Files, Surveys, Newsletters, Lessons Learned)
Depending upon the duties and responsibilities of each user, there are unique services and tools available. If you feel you need additional roles to perform a task, please contact us at...." Feel free to adjust this message to suit your needs.

Personal Commitment to Aviation Safety Program

User Induction Into Airline Airport Safety Management Systems Every user must fully understand and appreciate their personal role within an effective aviation safety management system. This understanding comes about in the form of initial SMS training, whether it be formal or informal. When users feel engaged in your company, they are more likely to take ownership and participate in advancing your aviation safety management program. This sense of ownership can be effected through regular newsletters, safety surveys that are designed to educate, and being responsive to your employee feedback.

Every user and every function is crucial to the successful working and accuracy of the system and thus overall reporting. There is total interdependence throughout all levels of this company.

Users must ensure that they meet all requirements within their assigned role(s); this includes commitment to any tasks, duties and responsibilities assigned to them.

Accuracy of data and information inputting are essential. Similarly, maximum honesty is required when users report airline & airport related accidents and incidents.

Users should always be encouraged to point out any gaps or failings to be addressed and corrected. Don't focus only on aviation incidents and accidents that center around safety. Encourage users to keep their eyes open for other types of issues, such as security, quality, compliance and environmental. There are many opportunities to capitalize on when implementing your aviation safety management system.

Before users can be inducted into your safety management system, they must be trained in how to report incidents and accidents. This is the primary responsibility of your users. Without prompt, accurate reporting, your aviation SMS program will not live up to its full potential.

Learning how your program requires reporting incidents and accidents is only one element in your SMS induction training. We recommend your users also become familiar with these following items:
  • Safety policy statement;
  • Duties and requirements of key safety personnel;
  • Organizational chart;
  • Lessons learned library;
  • Other relevant safety policies and procedures;
These users have been inducted into this management system on the date shown. To be inducted, they must have agreed to and answered the following questions:
  • I understand how our management system operates.
  • I'm aware of the role I play in our management system.
  • I understand the aim of our management system is to improve quality and not to attribute blame.
  • I have participated in either a formal or informal induction of our management system.
Armed with a list of users and the date that they have agreed to these items is plenty to satisfy any aviation SMS auditor. Of course, you will also provide them a view of the requirements they must fulfill before agreeing to the above safety program induction statements. These requirements are usually put on the opening page of SMS Pro™ for the Not Inducted users to see. After users have been inducted into your safety program, they no longer have the Not Inducted role and no longer see the requirements, but instead, have either the User Dashboard or Hazard / Incident Reporting module visible, which had been previously been hidden from all Not Inducted users.

Enhancements to the SMS Induction Manager - New and Planned

Recently, you may have noticed that there are now numbers in the tabs for safety managers to know whether a particular tab needs attention. See image at right. For five years, the SMS Induction Manager received no major improvements. We believe this is a great enhancement because you can add up the numbers to see percentages of users that have been inducted.

For those unfamiliar with the first two tabs, the first tab contains a list of all users in the organization. A message box appears for the safety manager to invite either all or selected users to participate in training. During training, users learn about the system and the steps necessary to become inducted.

When users request induction, an email is sent to managers alerting them that users are requesting induction. The safety manager either confirms or rejects induction request and can send a Welcome message with further instructions. When managers are being inducted, the SMS Admin will then give the newly inducted managers additional roles, such as SMS Dept Head or SMS Admin.

Planned Enhancements to SMS Induction Manager

SMS Induction manager is a great tool to demonstrate initial employee SMS training. Years have passed and many users require recurrent SMS training. The new functionality will cover new SMS training requirements and document that users have again had their recurrent SMS training.

As always, clients and civil aviation regulatory agencies drive the enhancements behind SMS Pro™. Without the support of SMS Partners and our clients, SMS Pro would not have achieve the claim to being the most complete aviation safety management system software on the market for the past three years.

11 Ways to Submit Issues Using SMS Pro™ Hazard Reporting

Hazard Reporting for Airline/Airport SMS Programs

Hazard reporting is a very important element in any airport/airline safety management system. Having the ability to submit issues conveniently, regardless of their location, will ensure your organization will continue reporting. And yes, reporting is the first step in the aviation risk management cycle.

SMS Pro™ offers many ways an issue will come into your airline/airport risk management database. The following ways allow airport and airlines convenient tools to get their issues into their hazard reporting system.

1) Regular Issue Reporting Module

aviation SMS software for airlines airports hazard reporting programs
User logs into your SMS Pro™ and submits issue using a pre-defined report. Reports may be of several types: either safety, security, quality, compliance or environmental. When companies require special data elements to be captured that are not available in SMS Pro™, NWDS can create the custom reporting form fairly easily.

Users can report anonymously, or request that other users don't know that they reported the issue. In this case, users don't mind if managers know who reported the issue, but just don't want other employees to know.

Users can also report issues belonging to other divisions (or departments) in the organization.

Reported issues belong to a particular user's account. Users can view their reported issues and the status of these issues by going to the User Dashboard and looking under the "Reported Issues" tab.

Compliance issues from audits are easily entered using the Regular Issue Reporting module. This is a Web-based aviation SMS hazard reporting module that handles all types of issues.

2) Data Entry Person Entering Reports on Behalf of Others

Users with Data Entry role can submit reports on behalf of other users. Example, paper based reports are collected from the field, or your company wishes to enter past paper or MS Excel based reports into your airline/airport safety management system.

3) Public Issue Reporting Module

In the second way, users have a  Web link to Public Issue Reporting module. Any user with the link can use this module. In this case, the user does not require a username or password. This user still has the ability to report anonymously, just as in the first scenario. This scenario is perfect for customers or vendors reporting issues into your airline/airport hazard reporting system.

Users accessing the Public Issue Reporting module can still report either safety, security, quality, compliance or environmental types of issues. However, since users are not logged in, they won't have a record of their submitted issues and they are not able to follow up.

4) Gap Analysis

Gap analysis software submits airline airport hazards into Web database
The third way to get issues into your airport/airline hazard reporting database is through the airline/airport Gap Analysis module. As managers work through their "regularly scheduled" gap analysis, they can check a box to report the "shortcoming" as an issue that feeds into SMS Pro's airline risk management framework. Issues reported using the Gap Analysis are considered "Audit Issues," as a gap analysis may be considered an internal audit.

Corrective Action Plans for the gap analysis are automatically generated as corrective actions are accepted and assigned to responsible personnel.

5) Email

airline airport hazard reporting using IPads and Iphones and email
Users can submit issues using SMS Pro by submitting an email to an IMAP configured email address. Each division can have up to five email addresses, each configured for either safety, security, quality, compliance or environmental issues.

Each email account can also have a default manager notified of reported hazards/issues. This setting overrides the default program settings and allows issues to be escalated to the proper managers according to their area of expertise or sphere of authority.

6) Internal Audits

SMS Pro's Audit Manager allows auditors/inspectors/evaluators to submit issues during an aviation safety audit, inspection or evaluation. These issues are fed into the airline/airport risk management framework.

Corrective Action Plans for the audit, inspection or evaluation are automatically generated as corrective actions are accepted and assigned to responsible personnel.

7) Quick Reports

airline airport hazard reporting software for aviation safety management systems
When users don't have time to submit detailed issues, they can choose to submit a Quick Report. Quick Reports are a separate tab in the Issue Reporting module. The only elements to submit are:
  • Short Title;
  • Description; and
  • Recommended Corrective Action.

8) SMS Induction

Before users start using your airline/airport safety management system, they should be trained on the basics of SMS. Before they are granted full access to the program, they should be "Inducted" using the SMS Induction Manager. SMS Induction Manager allows airline and airport managers to communicate to users not inducted and also to prove to auditors that your users understand your SMS program and the role they play. These are the default items users agree to:
  • I understand how our management system operates.
  • I'm aware of the role I play in our management system.
  • I understand the aim of our management system is to improve quality and not to attribute blame.
  • I have participated in either a formal or informal induction of our management system.
When users are unable to agree with the Induction process, they can state the reason they don't agree and an issue is submitted into risk management framework as a safety issue. After all, when users don't understand your company's safety system and the role they play, this is a "safety issue."

9) Issue Validation

When airline airport hazards and issues are closed, they should be reviewed (validated) that the applied corrective actions remain effective and the corrective actions have not aggravated the issue. This is done in the Issue Validation module. Issue Validation module allows for another risk assessment, comments and to optionally review the issue again (or not if you prefer). When there are problems uncovered, the issue can be either re-opened, or another issue submitted if the finding uncovers an issue unlike the initially reported hazard or issue.

10) Auditors' Review of Issues

Auditors have the ability to review airline/airport reported hazards and issues. In SMS Pro™, their role permits them to view the issue, but not make any changes to the issue. However, their are features at the bottom of the Assess tab in Issue Manager that allows auditors to leave remarks, report findings, concerns or to report their findings and concerns as a new issue.

As we have learned, there are many ways to report an issue in SMS Pro's Issue/Hazard Reporting module. And you should ask, what is the eleventh way to report issues in SMS Pro™? I have a dream! I have a dream where every user will be able to speak into his Smart Phone and report an issue. Coming soon, we expect.

How to Benefit From Aviation SMS Software

Benefits of Aviation Safety Management Software

As mandatory aviation safety initiatives take on an increasingly central role in companies' operations, the need for aviation safety management software systems to efficiently manage and report on the voluminous data associated with annual safety reports is growing.  Airlines, airports, MROs, FBOs and flight schools often require enterprise software solutions to help manage the large body of disparate data associated with aviation safety reports with increased efficiency, accuracy and transparency. Airlines and airports require affordable safety management software to help manage SMS and quality data by leveraging existing Internet and messaging platforms for enterprise-wide data collection and reporting.

Aviation safety management software helps organizations track almost any metric at any frequency, with rollup capabilities that streamline annual report preparation by allowing aviation SMS reports to be generated from a single, centralized database. Whether organizations are creating reports using centralized safety management systems frameworks or some other framework, they require software that is flexible to accommodate any and all metrics they may need to track. From fuel spills to runway incursion data to injury reporting and more, the best aviation safety software tools put the information airlines and airports need at their fingertips to deliver the data with minimal time spent.

Measurable Benefits of Aviation Safety Management Software

Aviation safety management software streamlines organizational SMS reporting programs and delivers strong return on investment by helping them to:

    * Adhere to ICAO mandates: By replacing multiple spreadsheets and data tracking approaches with a single uniform, centralized, system, aviation safety management (SMS) software allows increased confidence in both the accuracy and the transparency of organizational safety data and helps businesses conform to the four ICAO SMS pillars (components) of Safety Policy, Risk Management, Safety Assurance and Safety Promotion.

    * Roll up Data Corporate-wide: Aviation SMS software packages allow airlines and airports to save time and reduce the costs of annual SMS reporting by easily generating rollup reports across functional business units and geographies.

    * Enables Benchmarking: Sophisticated aviation safety management software systems facilitate comparison between operating divisions, allowing organizations to call out best practices to drive performance improvement.

    * Eliminates Lag Time in Aviation Safety Reporting: Since data is stored centrally, corporate rollup reports on any desired metrics can be generated at any time.  This allows aviation service providers to track and monitor organizational SMS performance throughout the year, giving operators the opportunity to analyze performance and implement improvement measures as issues come to the surface.

    * Facilitates Company-Wide Reporting: Rollup reports allow aviation service providers to plan better at the corporate level, thereby improving operations and reducing costs.  The most elegant aviation safety management software solutions provide a Web-based user interface to allow staff in any part of the company to enter relevant data at any time.

What is an Aviation Safety Management System

What is an Aviation Safety Management System

Note what your aviation SMS program is lacking!
An aviation safety management program consists of multiple elements. Most airlines and airports, although they don't have formal aviation safety management systems (SMS), already have many components of an aviation safety management program. For example, they may have safety policies, formal airline/airport hazard reporting systems, routine safety communications (safety meetings) with employees and sometimes, a culture revolving around proactive safety processes. However, seldom do we see airlines, airports, aviation maintenance (MROs), FBOs or flight schools with a complete SMS (even those operators who have been trying to implement a formal aviation SMS program may have several missing elements). They may have components of the SMS in their aviation safety management program, but these aviation SMS elements are not integrated--they are neither present nor engrained in their aviation safety management system.

To determine the components of effective aviation safety management programs, one could look at the four phases of implementing an SMS. This resource outlines steps to implement aviation aviation safety management programs, broken out into four phases as recommended by ICAO, FAA, Transport Canada and most other civil aviation authorities. Again, most aviation service providers already have some of these elements incorporated into their existing aviation safety management programs; however, these items are disjointed and not tied together in an easily managed system. Aviation safety management software programs often help to tie these elements together, but MOST aviation safety management system software does NOT cover every component of a complete aviation SMS program.

Four Phases of Aviation Safety Management System Implementation

SMS Pro, a Web-based aviation safety management software program was designed to integrate these following features and more:

3 Common Aviation SMS Implmentation Mistakes

3 Most Common SMS Implementation Mistakes

You have received top management commitment for your aviation safety management system (SMS) implementation and you are eager to get going. You start cranking out your manual, setup your hazard reporting system to allow all employees report aviation-related incidents and accidents, and perhaps do some training.

Aviation SMS Gap Analysis Checklists Included
Most aviation safety officers (or managers if you prefer) are very qualified, hard-working, educated folks. However, these are some common mistakes, or misdirected SMS implementation tactics, I've observed as we have worked with hundreds of airlines, airports, MROs and FBOs in their aviation SMS implementation projects.

1) Not Completing an Initial Gap Analysis

When you start on a journey to unknown territories, such as a trip to the Bahamas, you usually look for a map or information about how to get to your final destination. You may also look for items you need to bring on your trip, such as bathing shorts, suntan lotion, etc. Are there any visa requirements or anything else that you need before taking off on your journey. The more organized of us make a checklist. My wife will even make an MS Excel spreadsheet so she doesn't forget anything when we go sea kayaking in Prince William Sound or take a Hawaiian vacation where we camp for weeks at a time.

Along the same thread, safety managers should be doing a gap analysis when they begin their SMS implementation. There are many maps (models) available. For example, the FAA, Transport Canada, ICAO, IS-BAO and CASA models are among the most popular. SMS Pro has most of these models built in, so you can modify your map (or checklist) to suite your operations. If you only want the aviation SMS gap analysis checklists without using SMS Pro, they are free gap analysis checklist listed here.

The gap analysis is going to teach you what is required for your aviation SMS implementation. This serves are your map and your checklist to get your your tropical vacation. It is never too late to conduct your gap analysis.

2) Not Conducting a Follow-up Gap Analysis on Regular Basis

The second common SMS implementation mistake I see frequently stems from the first. For those airlines and airports implementing their aviation safety management systems, they don't perform regular followups. The most common reason the gap analysis is overlooked or purposefully neglected is because IT IS WORK! Trying to manage a gap analysis using a checklist is hard work. You have to:
  • Go through the gap analysis checklist and answer questions as to what you have and don't;
  • Find subject matter experts in the organization that can help with their areas;
  • Manage corrective actions stemming from shortcomings (assign & followup);
  • Repeat regularly (annually is prefered).
Doing all this work using an MS Excel spreadsheet, email and MS Word to document (or paper), this turns into a brutal exercise. No wonder operators shudder when they think of this task. There must be an easier way. Don't worry, there is. You can read more about the aviation SMS gap analysis with built in checklists here.

Conducting a regular gap analysis will demonstrate continuous improvement. This is an easy task to sing your improvements to management and to your aviation SMS auditors. If you haven't made any progress, then you are probably among the hundreds of companies are don't want to advertise this and put it on paper. In this case, you could probably use a Web based aviation safety management software system to make your tasks easier. These systems are not expensive and can save you considerable time and money implementing your aviation SMS program.

3) Not Creating an Aviation SMS Implementation Plan

Some operators skip the gap analysis and head straight for the aviation SMS implementation plan. They may read ICAO Document 9859, or the SMS Safety Assurance Guide put out by the FAA, or Transport Canada documentation and copy the SMS implementation plan to a spreadsheet. This is not a bad tactic, but most SMS implementation plans don't go into much detail. There is an exception to the above observation: IS-BAO gap analysis is weak, while their SMS implementation plan is outstanding!

A recommended SMS implementation strategy for aviation safety managers is to conduct your gap analysis so you can identify your problem areas, and then create your plan to satisfy your shortcomings. This plan can start with the ICAO, FAA, Transport Canada or IS-BAO SMS implementation plan. But you should extend it to include the elements in your gap analysis that were identified as shortcomings.

Why don't safety managers create an SMS implementation plan? Simplest answer is lack of time. Most safety managers are working other jobs, such as pilot, line mechanic, etc. Finding time to do their regularly required duties and perform as a safety manager requires considerable effort, especially when it takes considerable effort to learn the aviation SMS requirements. Other answers may include lack of training for organizing projects (lack of project management training) or seeming lack of importance (commitment) from upper manager.

The SMS implementation plan is typically composed of the elements in a phased SMS implementation. Each element should have a targeted start and finish date. More sophisticated SMS implementation plans are laid out in MS Project Gantt charts, but this is not really necessary unless you have extra time.

Your SMS implementation plan will serve your as your road map and timeline for your SMS implementation. Don't be discouraged if you don't meet your goals for implementing certain elements. The important thing to remember is that you are working on it, and your goals are documented using your SMS implementation plan.

Next Steps for Gap Analysis and SMS Implementation Plans

Chances are, you fall into the list of operators who has not:
  • Conducted an initial SMS gap analysis;
  • Performed a followup gap analysis; or
  • Created (and documented) your aviation SMS Implementation Plan.
It is never too late to start. There are many free and low cost aviation safety management software tools available to help.
